The Ministry of Transport and The Ministry of Roads & Highways of the Republic of Ghana has received a credit from the International Development Association to support projects being implemented by its agencies, and intends to apply part of the proceeds of this credit to payments under Consultancy Services for the Review of the National Transport Policy (2008).

It is for this reason that the Ministry requests for Expression of Interest from interested firms.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

REQUEST FOR EXPRESSION OF INTEREST

This request for expression of interest follows the general procurement notice for this project that appeared in Development Business No. 45233120 of 20th April, 2009.

The Ministry of Transport (MOT) and The Ministry of Roads & Highways (MRH) of the Republic of Ghana has received a credit from the International Development Association (IDA) to support projects being implemented by its agencies, and intends to apply part of the proceeds of this credit to payments under Consultancy Services for the Review of the National Transport Policy (2008).

The objectives of the assignment would be to:

  • critically assess the content and detail of the National Transport Policy in terms of existing state of the transport sector in Ghana in line with best international practice. This assessment should look in detail chapter by chapter at the policy as well as at the Strategic Goals;
  • critically assess the efforts made to implement the National Transport Policy in terms of what was required to be implemented, who was responsible, what implementation process were established and what progress has been made and highlight areas of focus for improvements and make concrete recommendations on how implementations of the NTP can be improved; and
  • identify gaps within existing policy and planning frameworks and recommend concrete actions that can be taken within an update National Transport Master Plan to address them.

The Ministry of Transport, together with the Ministry of Roads and Highways, now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria are that all consultants responding to this Request for Expressions of Interest must have at least ten (10) years of relevant consultancy experience in institutional support to transport sector organizations across Africa.

Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011, revised July 2014 ("Consultant Guidelines"). The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Consultants Guidelines setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection based on Consultant's Qualification (CQS) method set out in the Consultant Guidelines.

The assignment will be implemented in the period from January, 2017-June, 2017.
