The Government of Ghana, with the assistance of the International Development Agency is providing Small Towns and Rural Communities with Water and Sanitation Facilities in Six (6) regions in Ghana under the Sustainable Rural Water and Sanitation Project. The scope of the management assignment of the Operators will include mainly:

  • Operation, management and maintenance of the entire water supply system, including water Assin North quality monitoring
  • Water tariff setting (in collaboration with the WSMTs and the district assemblies with technical input from CWSA)
  • Tariff collection
  • Carrying out of Private Connections and
  • Construction of system extensions as and when required

CWSA, on behalf of the municipal/district assemblies now invites sealed Technical and Financial Proposals from eligible firms for the Management of the System(s)

SUSTAINABLE RURAL WATER AND SANITATION PROJECT (SRWSP) PROCUREMENT FOR THE ENGAGEMENT OF PRIVATE WATER SYSTEMS OPERATIONS

  1. The Government of Ghana, with the assistance of the International Development Agency (IDA), is providing Small Towns and Rural Communities with Water and Sanitation Facilities in Six (6) regions in Ghana under the Sustainable Rural Water and Sanitation Project (SRWSP).
  2. The project which is being implemented by the Municipal/District Assemblies is being facilitated by the Community Water and Sanitation Agency (CWSA).
  3. For the efficient management of the Water Facilities, the systems which are a bit complex will be managed by Private System Operators to be engaged by the Water and Sanitation Management Teams (WSMTs), through the respective municipal/district assemblies under a service contract.
  4. CWSA, on behalf of the municipal/district assemblies (as stated in the table),now invites sealed Technical and Financial Proposals from eligible firms for the Management of the System(s). The scope of the management assignment of the Operators will include mainly:

  5. Request for proposals (RFPs) may be purchased for a non-refundable fee as stated in the table from Monday, 27th June, 2016 to Friday, 15th July, 2016, between the hours of 09:00am to 5:00pm at the following offices.
                a. Two (2) municipal/ district assemblies
                b. Community Water and Sanitation Agency, located at 3rd Ridge Junction on the Cape Coast – Takoradi highway.

  6. Proposal should be deposited in the Tender Box in the Conference Room of the Various Assemblies at or before 10:00 a.m. local time to be followed immediately by the opening of the Tender.
  7. Proposals should be marked as per the instruction in the Request For Proposal (RFP).
  8. Proposals shall be valid for a period of 90 days after Technical Proposal opening and must be accompanied by a Security from a credible Insurance Firm acceptable to the Employer. The Security must be as stated in the table or its equivalent in a freely convertible currency and valid for additional 28 days after bid expiration period.
  9. Interested Firms can bid for all the Lots and may be awarded more than a Lot based on their experience and capacity to deliver.
