The Ghana Energy Development and Access Project is a major multi-donors initiative being implemented by the Ministry of Power with the objective to improve efficiency in the power distribution system, increase access to electricity by the population and thus help transition Ghana to a low-carbon economy through the reduction of greenhouse gas emissions. The Ministry of Power through GEDAP intends to recruit a Consultant to assess the impact of the Business Development Support Fund (“BDSF”) on the businesses of the beneficiary companies.

This Consultant’s roles include identifying gaps in the pilot BDSF model and recommend strategies to address and improve upon them, assessing the institutional and human capacities and overall performance of the 12 Renewable Energy Businesses post BDSE, identifying new opportunities for consideration and the level of interest/willingness to scale up the BDSF project; and assessing the capacity need in the beneficiary companies for the successful implementation of the BDSF scale-up.

The objective of the assessment is to determine the impact of the BDSF projects to provide inputs into the development of a possible second phase of the BDSF project.

CONSULTING SERVICES FOR IMPACT ASSESSMENT OF THE
BUSINESS DEVELOPMENT SERVICES

The Ghana Energy Development and Access Project (GEDAP) is a major multi-donors initiative being implemented by the Ministry of Power with the objective to improve efficiency in the power distribution system, increase access to electricity by the population and thus help transition Ghana to a low-carbon economy through the reduction of greenhouse gas emissions.

The Ministry of Power through the GEDAP/Renewable Energy Directorate implemented the Business Development Support Fund (BDSF) for the Renewable Energy sector.

The BDSF project provided matching grant support for goods, equipment and services to twelve (12) renewable energy businesses nationwide, which were completed in 2014. The Ministry of Power through GEDAP intends to recruit a Consultant to assess the impact of the BDSF on the businesses of the beneficiary companies.

The objective of the assessment is to determine the impact of the BDSF projects to provide inputs into the development of a possible second phase of the BDSF project. The specific objectives of the assignment are as follows:

  1. To identify gaps in the pilot BDSF model and recommend strategies to address and improve upon them;
  2. To assess the institutional and human capacities and overall performance of the 12 Renewable Energy Businesses post BDSE;
  3. To identify new opportunities for consideration and the level of interest/willingness to scale up the BDSF project; and
  4. To assess the capacity need in the beneficiary companies for the successful implementation of the BDSF scale-up.

The GEDAP Secretariat of the Ministry of Power now invites eligible consulting firms to indicate their interest in providing this service. Interested consulting firms must provide information indicating that they are qualified to perform the services (company profile, description of similar assignments, appropriate certifications, availability of appropriate 'skills among staff, etc.).

Eligibility criteria, establishment of the short-listed and the selection procedure shall be in accordance with the Guidelines for Selection and; Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011; Revised July 2014).

Interested consulting firms may obtain further information, where required, from the address below during office hours i.e. 09.00 to 16.00hours GMT.

Expressions of interest (1 original and 2 copies) must be delivered to the address below by 26 August 2016 at 15:00 GMT local time with the, inscription "GEDAP BDSF ASSIGNMENT" on the submission envelope.
